and not the engine? on that note: a compression test along with a leakdown test will help gauge the health of the motor, internally. side note: it's never as simple as just "replacing the turbos". You will want to pull the engine, replace the turbos along with all the gaskets, lines, plumbing, timing components, etc. that can add up $$$ quite fast. Also you will want to replace the $400 efi harness, and it would be a good time to do some upgrades such as clutch, downpipes, maybe injectors, etc. In short, if you have $$ to spend and can work on the car yourself, go for it :)
